I don't want the EU to evolve into a federation. I want the EU to remain a union of sovereign states. But if the EU evolves into a federation, I want King Felipe to become the figurehead Emperor of Europe.


neither do i want eu to become a federation, but lets say theoretically. then i think the spanish king as emperor of europe would not be the best solution. (not the worst either of course) i think it then better to be a post that should rotate between european monarchs and pretenders to empty thrones of european countries, like in malaysia where the title of yang di pertuan agong high king of malaysia rotates between the 9 reiging sultans of sub sultanates. a spanish royal family would only represent spain and catholisism. a rotating system would allow anglicans, lutherans calvinists  and orthodox people of other nationalities to be represented as well.

I like your proposal, but the republicans will likely demand, that the presidents of the member states of the European Federation participate in the rotations.
Here is my new proposal:
The President of the European Federation shall be elected by the heads of state of the member states (not the heads of government of the member states) for a term of 5 years. The President of the European Federation shall be a figurehead.
The European Parliament shall be bicameral. The current European Parliament shall be the lower house of the bicameral European Parliament and shall be renamed to the Assembly of People's Deputies. The upper house of the bicameral European Parliament shall be called the Senate and its members shall be elected by the legislative assemblies of the member states of the European Federation.
The President of Government of the European Federation shall be the chief executive of the European Federation. The President of Government of the European Federation shall be appointed by the President of the European Federation and the Assembly of People's Deputies of the European Federation can depose the President of Government of the European Federation by passing a vote of no confidence.

The EU isn't bastardising the constitutions of its member states. The EU hasn't abolished the monarchy in any of its member states.

well if this would be the alternative, i would prefer your first proposal with spanish king as emperor as much better. i want no president to be placed in hierachy above MY queen. and though i cant decide for other countries it would make my heart bleed to see other kings and queens placed under an eu president.

I prefer King Felipe of Spain becoming Emperor of Europe to a President being the head of state of the United States of Europe, but I prefer the President of the United States of Europe being elected by the kings and presidents of the member states of the United States of Europe to the President of the United States of Europe being elected directly by the citizens of the United States of Europe. The Emir of Abu Dhabi is the President of the United Arab Emirates, and the King of Prussia was the President of the North German Confederation.
