King Mohammed VI is touring East Africa in an effort to lobby those states to approve Morocco's entry into the African Union.  The King is in Rwanda, and will travel to Tanzania and Ethiopia (where the A.U. is headquartered).  It is his first visit to the region.  Morocco withdrew from the Origanization of African Unity (the predecessor organization of the African Union) in 1984 after the OAU had admitted the "Saharawi Republic" as a member.  Morocco tookover the former Spanish Sahara and denies the legitimacy of that state.  Now however, Morocco is eager to re-engage with the continental organization as ties within the Arab world become increasingly frayed.

Morocco has played a historically important role regarding Islam in Africa, and much of the "Muslim belt" as I call it in North, West and Central Africa adheres to the Maliki madhab. By contrast, the Shafi'i madhab is followed in the Horn of Africa and East Africa generally, in common with Yemen and South-East Asia. It's likely that Morocco's engagement with Africa has much to do with the need to counter the spread of radicalism on the continent.

Morocco has seen that it must re-engage with the continent as it's interests are being endangered on many fronts.  It realizes that sentiment in East Africa towards Saharan separatism is cooling considerably, and so the King is courting those key governments.  Morocco's voice would be very important in the A.U.  David is very right in that Morocco should be playing a much bigger role in the Islamic world.  It is already very influential in the Western part of Africa with it's leading role in Sufi Islam, but it needs to do more to combat the spread of Wahabism in Eastern Africa where Saudi Arabia has been busy for years trying to stamp out Sufism.

More on Morocco's African policy shift. They are not alone, it must be said, in launching a counter-extremism drive as other Arab states do the same.
