Am I breaking the rules about questioning the legitimacy of reigning monarchs if I say that Jean IV, King of France, should be Co-Prince of Andorra in the place of Emmanuel Macron, President of France?

No. The rule is specifically concerned with the ten currently reigning European monarchs as generally understood. Andorra is not on the list. As the Pope appears in the link but the number is specified as ten (he would make eleven) there is some ambiguity there. Neither Macron nor Joan-Enric Vives i Sicília do, so they are definitely fair game.
