Apparently King Constantine II has returned to Greece to live, because he feels a sense of obligation to do so in a country enduring hardship:

It brings me to the question: are Greeks in general warming to the royals, or are people becoming revisionist about Greek history in light of the state's negative portrayal of the royal family?

That is a very fair assessment. Hopefully more Greeks will indeed come to share this writer's views.

I wonder if the government were the ones who gave the green light to let him return, or just don't care anymore? Are Greeks too preoccupied with their present crisis to care about past wounds?

Perhaps Constantine feels confident he can return knowing his standing among ordinary Greeks has improved, despite the current explosive situation and the thorough discrediting of the Greek state. While he does not seem to advocate the cause of restoration, his return might send out a signal to those who desire such.

I think that King Costantine's decision to come back in his country is a very good one !
Maybe a large minority of Greek people  would remember that the Kingdom Time was  a golden age  in front of the Republic Time  they are living now !

Best wishes  to The King and to his country!
