It does say that they were stripped of their military pensions and that "most" are dead. Theoretically some of them could be alive, and eligible for pensions, so this rehabilitation is not just a gesture or a ceremonial thing.

If one finds a law to be unjust and incompatible with one's conscience one violates it, and accepts the punishment for that violation contained in law (after giving one's best shot a legal defense).

In this case, desert the King and serve the King and accept the ban from the King's government's employe as proof that no good dead goes unpunished......

As the Baron says, they made choices, knowing there were consequences. Actually the thing complained of alleviated the consequences; at least they could go home to Ireland without fearing courts-martial and imprisonment.
