The federation formed in 1959 became the Federation of South Arabia in 1962. However, the sultanates in Hadhramaut, Al-Qu'aiti (Mukalla) and Al-Kathiri (Seiyun), Mahra and Upper Yafa did not join the Federation. All had been scheduled to become fully independent by 1968.

A key factor here is the distinct regional identities of Hadhramaut and Mahra, with the view that they could possibly become independent countries.
