Last year, the Basque separatist terrorist group ETA made the historic announcement that it was unilaterally disarming. They have now announced they are dissolving and apologised to their many victims.

But victims' groups aren't impressed, and neither is the Spanish government under Rajoy, which has vowed prosecutions. Rajoy has not backed down on Catalonia, and he won't back down on this either. Spain pursued a single-minded policy of wearing down ETA, leaving them no choice but to surrender.
