I think this may have been a topic previously.  I wanted to revive it.

Emperor Haile Selassie would annually send gifted students who would not normally be able to afford it, to Europe and North America for college.  He would generally pay for their schooling and contribute towards their expenses himself, and other members of the Imperial family did the same.  The Imperial government also had a separate scholarship program as well.  When these students finished their schooling virtually every one of them would return home (unlike recent years where once they leave they never return).  Upon their return, the students would be asked to appear before the Emperor to be welcomed home, and to be asked what they studied, what their experience abroad had been and encourage them to further the development of their country etc.  Often the Emperor would give orders for these young students to be placed in appropriate posts.  On one such occassion, His Majesty was speaking to each student asking what they had studied, nodding as they told him the were now doctors, engineers, teachers, had studied agriculture or management, or journalism etc, eager to show how his investment in them had paid off.  He came to one young man and asked him what he had studied.  The man replied "I studied modern dancing your Majesty". The Emperor looked at him in suprise and members of his court were sure he would repremand the man for wasting the poor nations resources on such a frivolous profession.  Instead the Emperor said "My goodness, so we've reached THAT level of development!" and moved on.

While under detention, Emperor Haile Selassie was periodically subjected to tirades from officials demanding that he return the money the Derg alleged that he had stolen from Ethiopia.  In one incident Megistu Haile Mariam himself came before the Emperor and began to enumerate his "failures", and then ended the speech with a demand that "Your majesty return the 20 Billion U.S. Dollars you have stashed in Switzerland".

The Emperor's alleged reply was "Our greatest failure was in failing to provide you with a proper education in math."

The government buget of Ethiopia at the time was barely $2 Billion (the highest amount that it reached during his reign). The Emperor would have had to appropriat 100% of the budget for decades to have collected that much.
